CP-8861 Stuck in VPN mode

I have a 8861 that when configured for VPN service mode it stays in that mode, I have detect network so I though when its in the office it would connect as Enterprise mode and then offsite would do VPN?  Is there a bug in sip88xx.11-7-1-17 firmware?
