I just had a similar issue trying to upload a new firmware cop file and just tracked down the process and restarted the services associated with that process....
From the CLI run "show process list"
track down the process that is reporting the lock. In my instance it was process id 32264 which was associated with the DRF.
28114 /usr/local/Snmpri/bin/sappagt -pkg_conf -log_closefile -aperror -apemanate
32264 /usr/local/platform/bin/CiscoDRFMaster /usr/local/platform/conf/CiscoDRFMasterCfg.xml
1900 /usr/bin/perl /usr/local/Snmpri/script/sapp_agent.pl 28114
I then restarted the DRF master and local service.
admin:utils service restart Cisco DRF Master
admin:utils service restart Cisco DRF Local
Then I retried my firmware upgrade with no issues.
Thanks,
Greg

What's your current version??
And what COP file are you trying to install?

Hi Jaime
Gracias for your answer !
I want to install "cmterm-cupc-dialrule-wizard-0.1.cop.sgn" to a (10.5.1.10000-7) CUCM to use the application dial rules....
It seems there is an issue with the publisher because I've installed this cop file with success to the subscriber...
Thank you,
Regards,
Christian.

Hi Greg,
I was upgrading Unity connection 10.5 to 11.0, Error message was same.
Error Message (displayed on both web page and cli) :
(-The resource lock platform.api.network.address is currently locked by process 9801@SCUCM1 (NetMessageDispatch-21). Please try again later-).
So after restart this both services I able to upgrade without any issue.
admin:utils service restart Cisco DRF Master
admin:utils service restart Cisco DRF Local
Thanks for your help issue is fix.

Most of the time, this occurs on the subscriber when you are done installing the file on publisher.
fetch the process from cli, using show process list.
Restart the service related to it.
If its TOMCAT related, the only fix is to reboot that node and start the installation. ( Reboot should not be an issue if you are already in a maintenance window to perform any install or upgrade ).
