You can connect the two systems together using SIP so that calls can be placed between them. Call Manager itself it's a client, since it cannot register itself as a SIP endpoint to another PBX like siemens. The only thing within CUCM that acts like a phone (other than actual phones registered to call manager) would be CTI ports which also register to CUCM since they can terminate audio themselves. It sounds like you're just looking to create a SIP trunk between CUCM and siemens to make calls between the two systems.

The problem is that siemens PBX doesn't have license for SIP trunk. thats why i wanned to register CUCM to Siemens as SIP phone. but according to you it is not possible. thank you very much.

The workaround would be to use a Cisco Unified Boarder Element (CUBE) between CUCM and siemens, since the CUBE can register via SIP, while CUCM cannot.
