cucm enable mobility bulk for snr

is there a way to enable  mobility for all users bulk other than using cucm , 

And second question for a remote destination profile for snr  requires any type of license

There are tools other than the CUCM Bulk Administration tool that can make bulk changes. I'm working with a customer currently that uses Unimax Second Nature to manage systems.

Or are you asking if there is a CLI command that can be used to make a change?

Yes, SNR RDPs are a 'device' associated with a user so they do require a license. However, a user with a CUWL license or an Enhanced Plus license can have more than one device associated with their user-based license. So a phone and an SNR RDP associated with the same user would use one license.

I have license like  below, Cuwl Standard license showing 35 and not used  , but how to assign users 

or how to loan to base license ?

The license is automatically assigned by the system and is selected based on the number of devices that are assigned to a user account.
