There is no change in behaviour from CUCM without SL to CUCM with SL:
The system will stay running, but you won't be able to administrate your devices / DN's / ... until the CUCM is in a valid licensing state again.

The system will constantly connect to the SSM (Smart Licensing) system and renew the authorisation. If it doesn’t do it automatically you can do it manually. Sometimes it doesn’t work by itself and then you’ll be forced as an administrator to take action to restore the communication with the SSM system, either by renewing the authorisation or by redoing the registration process. In all this there is no immediate impact to user facing services. At the most you could run into a situation where you cannot make MACD changes, but it’s gets resolved as soon as you have communication with the SSM system again.

Authorization based on Cryptograph ID certificate is Valid for 1 Year and renewed every six months. If there is NO Communications after 1 year or renewal period( 6 months) the Device become “unregistered”. To make it in Authorized State Device must be re-registered. In an Unregistered state the device will be running on Evaluation mode and the evaluations mode will be fro 90 days. If you don't fix your SA issues with in 90 days the system will move to ENFORCED mode where you cannot make changes. During the enforced mode system will run with the Current configurations.
