Kindly can i upgrade directly from CUCM 7.0 to 9.0 ?
If not , What is the required sequence of CUCM versions to reach to v 9.0 ?

Unfortunately thats not possible. You will have to jump to a 7.1 version before upgrading to 9.1. Please refer the compatibility guide here to come up with a plan. Keep in mind, look out for the minor versions since certain 7.0 minor version require you to jump to another intermediate 7.0 minor version before moving forward.

according to the document , to upgrade to 9.0(1) directly, i should do this from 7.1(3)
and i can upgrade to 7.1(3) directly from 7.0(2)
and upgrading to 7.0(2) directly from 7.0(1)
is this right ??

Hi ,
you are correct.
to upgrade to UNRST 9.1(1a) , u require minmum 7.1(3) and also, install COP file ciscocm.allow_upgrades_to_unrestricted.cop.sgn
from 7.0(1) , u need to upgrade to 7.0(2) , then, finally to 7.1.3.10000-11 [7.1(3)]
