Cube is used when both the legs are IP based i.e. the first leg coming from CM to the router and the second leg i.e., going out from the router to PSTN. The call flow that you have does not regulate the use of router as Cube so no licenses required from Cube perspective.

Hi Alexander,
CUBE licenses are not required for TDM PSTN gateways regardless of the protocol used (SIP, H.323 or MGCP).
I cannot find a Cisco document that explicitly states this but TDM connectivity is not in the list of CUBE features in the data sheet at the link below:
I have been using SIP as the gateway protocol of choice for the TDM PSTN gateways that I deploy for the past four years and have never had to purchase a CUBE license.

No, you don't need cube license for this scenario..e.g. cube license we require when receiving calls on IP (one call leg)and sending it to IP again (2ND call leg).
