i have an issue with dsp it affects my outbound calls to pstn and my internal calls though h323 trunk to avaya system it gives randomly fast busy tone i used rtmt it gives that there is out of resources i can't catch the issue when i debug i get disconnect cause 47

Is that the full SCCP config? I'm not seeing a "maximum sessions" line on your transcoder.

I agree with Nipun Singh Raghav, how are you sure the issue is related to transcoders?
If CUCM is generating the "out of resource" message it could be because it needs a transcoder, or an MTP, MOH, etc.

Others are helping with the transcoder issue, but your comment about not being able to select a-law over u-law in CUCM caught my eye. What version of CUCM are you using? If you have 9.0 or later, Cisco introduced the Audio Codec Preference Lists feature, which allows you to alter the codec selection list in CUCM. Specifically, it will allow you to tell CUCM to prefer a-law over u-law which may solve your problem with the transcoder since you won't need one.
Here is a link to the 9.1 CUCM Admin Guide which addresses this feature. The information is relevant to all versions after 9 as well:
