It basically prefixes different digits to called number based on where the call is coming from.
As to why 0, vs. 00 vs. 000 is prefixed you would need to ask the person who designed it, perhaps it was meant to tag the call differently for further routing.

Answer address is used for incoming dialpeers ( both incoming and outgoing ). It makes decision based on
ANI (Calling number) output.
