Force IP Phones to Register on the publisher

Hi,

We have a cluster of 3 CUCMs.

One Publisher and 2 subscriber (one of them is at our DR Site).

After an electric issue we were solving, the Publisher and the other Subscriber were turned off and the phones were registered on the Subscriber that is in our DR Site.

How can I force the phones to register to the Publisher again?
After solving the electric issue and have the Publisher back up, I tried to restart the Subscriber at DR Site and the phones temporary registered with the Publisher but after a few minutes they got back to the Subscriber in our DR Site.

How do I force it to stay registered in our Publisher?

Its based on the Cisco Unified CM Group Configuration. 

Assign the server u need to use on the top of Cisco Unified CM Group Configuration and apply this on device pool an apply the device pool on phones.
