This is working for Cisco 88XX serries but not for Jabber. This is for CUCM 12.5.1
I have the same settings for Hardphone and Softphone.
What am i missing?

Maybe it's just not supported in Jabber 4 Windows^^. Just because it works for the phone, doesn't automatically mean, it works for Jabber too. This 2 devices are completely different.
The feature report for this feature in CUCM doesn't list this device, so it doesn't seem to be supported.
The feature configuration guide for Jabber 4 Windows doesn't list it either:

You can check your system for which devices support Hold Reversion via a Cisco Unified Reporting query.
You will see that "Cisco Unified Client Services Framework" is not listed as a supported device for Hold Reversion.
Also, you could query for "Cisco Unified Client Services Framework" and leave the Feature blank to see a list of all supported features.
