Maybe it's just not supported in Jabber 4 Windows^^. Just because it works for the phone, doesn't automatically mean, it works for Jabber too. This 2 devices are completely different.
The feature report for this feature in CUCM doesn't list this device, so it doesn't seem to be supported.

The feature configuration guide for Jabber 4 Windows doesn't list it either:
https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/jabber/14_0/cjab_b_feature-configuration-cisco-jabber-14_0/cjab_b_feature-configuration-for-jabber-129_chapter_011.html

You can check your system for which devices support Hold Reversion via a Cisco Unified Reporting query.

  1. Go to Cisco Unified Reporting
  2. Click on System Reports > Unified CM Phone Feature List > Then click the icon to generate a new report
  3. Leave the "Product" blank/default and choose "Hold Reversion" for the "Feature"
  4. Submit

You will see that "Cisco Unified Client Services Framework" is not listed as a supported device for Hold Reversion.

Also, you could query for "Cisco Unified Client Services Framework" and leave the Feature blank to see a list of all supported features.
