The hotline is like emergency phone with no keypad, and shall be connected to an identical phone automatically when it's placed in an off-hook condition?
seems very easy but i donot know where to configure this.

Hotline is a little different from PLAR -
http://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/admin/8_0_2/ccmfeat/fsgd-802-cm/fshotline.html
hotline was introduced in 8.0 and is different from plar in that:
The hotline feature adds the additional restriction that hotline devices that receive calls will only receive calls from other hotline devices, and will reject non-hotline callers.
Hotline != Hotdial
