I have a cisco Router

Need to know how to enable the Call manager express in the Router?
I have smartbill software to communicate with the Call manager.

Wow, it sounds like you are in over your head.. You don't just "enable CME". Kind of like how you don't just "enable" VLANS or routing, etc. Have you ever studied or learned anything about CME or worked with it before?
I suggest you contact a Cisco reseller for assistance or at the very least go to cisco.com and start looking at things like this:
http://www.cisco.com/en/US/docs/voice_ip_comm/cucme/admin/configuration/guide/cmeadm.html
Good luck,
brandon

one other command that you might want to know -
telephony-service
no shut
This turns the service on if it is being newly configured. Better to be helpful than insulting.
