Yes, I did creating cnf files under telephony services and then reset all phones. it doesnt worked out.
please assist me on this.

under the telephony-service -
no create cnf-files
create cnf-files
Then reboot the individual phones
Whether above one is solution

you can configure as below and it will help
router# clock (type your date and time)
router (config)# clock tomezone (name) (x)
router(config)# clock summer-time
telephony -service
time-zone X
time-format 24
date-format dd-mm-yy
no Create-cnf
create-cnf

I had the same problem too and I solved it as follow:
router(config)# clock timezone zone hours-offset
router(config-telephony)# clock time-zone number
