I noticed on my Jabber 12.8 I don't have to dial an outside access code like 9 to get outside access. I do 96512223333 and it routes it to external partition. Am I missing something? Thanks

Possibly you have an application dial rule that adds the outside prefix to the call from Jabber.

Assuming that your Jabber is registered on a CUCM, have you tried to place a call while using another device? Jabber will route the call based on the Partition/CSS that is associated with. I would also suggest to try to use Dialed Number Analazer (CUCMIPADDRESS/DNA) and to identify the path of your call via Jabber and/or via another device.
I hope this helps,
George
