Can I configure 2 E1 PRI with only PVDM3-32 installed on a Cisco Router or will it not allow me to configure the 2nd PRI?
The dsp resources are allocated at the time of PRI configuration or allocated as in when the calls are made?

You won't be able to configure the second E1 without another
PVDM3-32

Not even when I configure the 1st PRI partially or fractionally?
What about T1?
Use the DSP calculator for this kind of things, it will tell you exactly what you require.

I am unable to find all the features provided by following license:
Could you please help me find all the features provided by this free license. I have checked on http://cfn.cloudapps.cisco.com/ITDIT/CFN/jsp/SearchBySoftware.jsp but this tool is also not very helpful because it is not even showing routing protocols which this license clearly provides.

Its not that I dont know what is dsp calculator and how to use, all I wanted to know if somebody has tested doing what I asked as I dont have access to the ISRs.

You can certainly configure both E1s as long as you dont use all the channels on each one...
Since you have a 32-channel PVDM, If you use 17 channel on the first E1, then you have the remaining channels to use for the second E1..Please refer to my documentation on understanding how PVDM credit allocation works
