I upgrade the IOS ISR 4321 from 16.08.01 to 17.12.4a. After upgrade is complete the license status is none

You need to work with Cisco license support to get the license put into your Smart Licensing account and then configure your router for Smart Licensing. From 16.9 Smart Licensing is required.

Version 17.12.4a utilizes a smart licensing model.
Based on my understanding, since you're looking for UCK9, if you have the PAK, you should be able to convert it to smart licensing through the LRP portal. Alternatively, you can contact GLO, open a licensing case, and they should be able to assist you.

If I run the License Boot Level ucK9 command, will it reactivate the uck9 License status ?

What you need to do is either convert the PAK to a smart license as I explained in my reply, or reach out to GLO by opening a licensing case. Ask them to convert the old license to a smart license and connect the gateway to the smart licensing system, and that’s all there is to it.

You should also add this command "license boot level uck9" and then restart your router. But as both me and @Nithin Eluvathingal wrote you'd need to work with Cisco licensing to get the license moved into SL.
