Attempting to integrate a Cisco 2951 to a Nortel MG1010 via Q.SIG PRI. When watching the layer 2 debugs, all I see is the Cisco GW sending SABMEs but never receving anything. Nortel side supposedly sees the same, only sending, never receiving (another vendor manages it, customer doesn't have any access to the PBX). We've replaced cables, cards, etc. but are still having the same results. TAC isn't sure what else it could be.
Any ideas?

Have you tried plugging in a T1 loopback cable to see if it needs to be flipped?
Have you got one side configured s the clock source and the other the slave?
Framing/encoding match (ESF/B8ZS)?
Controller/serial port/voice port all checked an "no shut"?
Controller uner MGCP control (if desired)?
What does show CCM show (i.e. failed TFTP downloads?)?
Do you see sync on the interfaces? What does the command "show isdn status" give you?
Try throwing a hard loopback connector onto both devices and confirm that you at least get sync on them.
And the biggie....is one side set up to act as the network (i.e. "isdn protocol-emulate network")?

SABME`s- check the clocking and side- network, user Put a loopback connector and, or do loopback diag to see to if the link comes up
