Confrim with telco that:
1. circuit has been fully provisioned and ready.
2. No. of B-channels is 23, as opposed to e.g. 10 or 15.

Try to shut/no shut the circuit. If it doesn't help I advice you to contact a provider. R.

Got this solved a little while after posting. I forgot to mark it closed. Customer said the circuit was ready to go. Not quite the case.. The B channels were still locked. Lesson learned.

Common case with telcos all over the world.
Thank you for the nice rating and good luck!
