Only the publisher can make changes to the DB. (Later versions of CUCM allow small changes like diverts withouth the publisher.)

This information is slightly old (for version 6.x) but I think it is still valid:

Basically you can only perform changes on the Database through the PUB. The database for the SUB is a read only replica used by the ccm and tftp component. The cmadmin component on the SUB actually points to the PUB DB.
You should try to focus your efforts on restoring the PUB, sometimea it comes in handy to have a PUB ;)
