I've been searching licensing documents but couldn't find this mentioned, apologies if I've missed it in an obvious document!
Hypothetically though, if I had CUCM Cluster A and CUCM Cluster B and Cluster A had a surplus of DLUs and Cluster B was running low/in overdraft - is it possible to remove a license file from Cluster A that contains a bunch of DLUs and ask Cisco Licensing to re-host that license to CUCM Cluster B - or would they only do for regular causes of a License MAC change (NTP, domain name, etc)?

CUCM licenses are not transferable between clusters until version 9 where you can use common ELM to track them. With DLU licenses you can email licensing@cisco.com with the request, but they may not be able to assist.
