Can I dump a CDR report from CUCM that gives me a percentage of calls that go to voicemail vs being answered over a specific period of time?

I think you might need to use some sort of 3rd party analytic tools/software for that. Calls to VM are typically identified by the CUCM Voice Mail Port prefix as 'Terminating Device Name' in CDR.
So you might need a program that needs to combine his with the 'Calling Party Number' and/or 'Original Called Number'.

No, CAR doesn't provide anything similar to that.

CAR provides some basic canned reports, if what you want is not included in one of those, that means that a 3rd party app is required to digest the CDR flat files and then extract/extrapolate that information from them.
