Required IP Telephony Solution

Dear all,

I have  a camp consists of about 200 office so they asked for about 200 IP phone and these IP phone should support voice mail.

This platform will be connected with the Service provider through PRI (E1) line as shown in the attached image so please advice what is the preferable solution and what equipments I need to apply this project ?

It depends on budget and estimated grows.  Chepest would be router with CME with Unity(ie 3925). But it very limited solution as budged. It can be UCM Business Edition and voice gateway, for example router 2900. Or UCM 8, Unity , voice gateway.
