I have about 20 8800 series phones that all have a private line on Key 1 and they share a hotline on Keys 2-7. Is there a way, without using the barge feature that they can access the line if user 1 answers the first hotline? Can user 2, 3, etc. be able to jump on that first hotline without having to use the barge feature? We have discovered that the barge feature cause loss of conversation and clicks when it is used.

AFAIK barge is the only option to do what you ask for.

@sandra can you please elaborate your use case a bit more?
Do you want to silently monitor calls on shared lines ?
Updated : If you want to perform silent monitoring then it can be achieved using the 3rd party solution "MARS Silent Monitoring for Cisco CUCM". Please refer to attached application writeup.

PTS asks a good question about use case. If you are simply trying to use barge to act as a party line, then you'll want to pay attention to two parameters that can be set on the phones with the shared lines, or globally (consider carefully) in System Parameters:
1. Built in bridge - on the device where shared lines exist, if you enable the built in bridge (off at system level by default), this will avoid the media disruption, as the phone does not need to invoke conference bridging resources, however, I believe there is a limit of 3 parties using the build in bridge and it only works with the G.711 codec.
2. On the line settings, disable "Party Entrance Tone". Again, this can be done globally in system parameters, but do so considering the effects globally.
If you need to do silent monitoring, there are additional parameters to configure. Please advise.
