For every line I choose that is on my VG224 I get initial static instead of internal dial tone, I can then dial 9 and the number and it works fine.
no changes have been made and it was working fine a few days ago
I have gone to the 110 block and clipped on to monitor the line and the statis is there also
Has anyone ever had this issue and how did you resolve it?

Yes with no luck.
Cisco seems to think the VG224 is bad so I will replace it and hope that was the issue.

Before calling it bad hardware I'd try a software update anyway.

A somewhat similar thing I noticed through our call recording application was static was being recorded even while the line status was on-hook. I implemented the "idle-voltage low" command on the voice-port. On another fxs port being recorded everything worked fine and I didn't have to use the command.
