Uniform dialing pattern

Hi All,

I would like to know whether it is possible to deploy uniform dialing across all regions in following manner:

All Call Types (Local,LD or Int) ==> 9 + County Code + Number

My concern here is, let's say I am in Russia

I dial Japan (International call) using 9+ 81 + xxxxxxxxx 

I dial St.Petersonburg(LD) using 9 + 812 + xxxxxxxx

How do you distinguish LD & Int and route to service provider. I have almost 20 offices spread across regions. this is one e.g. . Similarly I belive there are lot of such instances of dial plan overlapping.

Can you please advice how to implement the same

Deploy E164 mate! that way there should not be any overlapping,  It also greatly simplifies your dialplan in conjunction with using Local Route Groups

Include the country access code, i.e. 00 or 011 depending what country you are dialing from.
