I have several of these phones and the **# unlock config code does not work on them. There was another unlock config that I believe was 4 digits to unlock the phone. Can anyone help before they end up in the trash unnecessarily?

Try a factory reset.

If they are running a SIP firmware, **# will not work.
Press the settings key, then scroll down and see if there is an option "9 unlock config".
If you do not know the password, try cisco.

This solution worked for me.

It's 2020 and still found this post useful. Have a 7940 that has a SIP load on it for some reason. Could not figure out how to unlock it to modify the settings. The info provided here worked!
Cheers!

Also, if this is CUCM 4+ you need to first press Settings before doing **#
