Does wireshark pickup router, switch interfaces only?
Am using promiscuous mode and not picking up ISP router on my side that holds DHCP

Normally, wireshark picks up anything that arrives at the ethernet interface which you have set to monitor. If you simply open wireshark for the ethernet card with which you connect to the Internet, do you see activity (packets)? To monitor a switch/router interface you should configura monitor/span on the switch to which both the PC running wireshark and the device (router/switch) are connected.

I wanted wireshark to pick up router interface for ISP supplied modem (192.168.20.1) on my side as this is the one giving out IP addresses to devices but only picks up Cisco router only. Not the L2 switch.
WS is set to promiscuous mode.
