I have 3850s connected one as access the other as core, they are connected to a fortigate and a remote network through an ipsec. I have internet access on user ports but am unable to ping or ssh to the management interfaces ive set up. Any guidance here?

It all depends on where the connection intiating from ?
is this from LAN segment or coming from IPSEC tunnel.
If the Lan Segment what is the IP of the client, what is the devices IP address ? if they transit via Fortinet firewall then check the Logs on FortiGate FW when the connection initiated.
same case if the traffic coming via IPSEC then check the traffic logs on Fortigate FW.
