I am trying to get caller id name to work inbound on a 1760 router with a 1MFTT1 Card connected to a carrier's PRI circuit. I would like to know what exactly is required for this? Can I get name with just 5e signalling or would I have to run Qsig or NI2? Also, is it even possible to run Qsig on a 1760 with MGCP and callmanager? I am running the latest 4.1 code on the callmanagers as well as 12.3(11)T2 on the 1760 Router. Any thoughts? Also what is a good debug to run to see the callerid name coming in?

I don't have any experience with the 1760 router, but may be able to lend a little insight.
The signalling will depend on the type of PSTN carrier switch you are connecting the PRI circuit to. If it is an AT&T switch, then you will need to use 5e. If it is a Nortel switch then you will use either DMS100 or NI2 depending on how the circuit is configured. You will need to contact the carrier rep for that information. If you are connecting to a DMS-100 you will need to have the PRI configured for NI2 to get Name Display.
I'm assuming the 1760 runs IOS. In that case use term monitor and debug isdn q931 to see name display. Below is a sample output.
NortelGW2#term monitor
NortelGW2#debug isdn q931
debug isdn q931 is ON.

Well here is what I get on an ISDN Q931 debug. The bad thing is, my carriers local techs who program their switch don't know much about callerid name and even though they say they support it, aren't sure if they have it setup correctly. The local carrier has a Lucent 5E switch. I currently have my signalling set to 5e8 Custom, but have tried several others with no luck. I have a debug Q931 below for a call which doesn't seem to show any caller name info that I can see. Should I have my signalling at 5e8 for a Lucent 5e Switch?

I'm pretty sure you will need the PRI itself setup as NI2 by your carrier to get Calling Name Display to work. First thing I would do is call them to make sure the PRI is setup as NI2 protocol and not NI1. I think that either PRI 5E8, PRI 5E8 Custom or NI2 will work for the gateway configuration......but I have no experience working with the 5E. Maybe we can get someone else with 5E experience to chime in.
Back when I was on CCM 3.1.3 I got Calling Name Display to work between my CCM and our Nortel SL-100 (this is the basic same software as a DMS-100) but I had to do a lot of fiddling with both sides. What I found that would work on the gateway was to have these settings:
Called Party IE Number Type=Callmanager
Calling Party IE Number Type=Callmanager
Called Number Plan=Unknown
Calling Number Plan=Private.
Keep in mind that was back when CCM did not support Calling Name in the Facility IE (note the carrier inserts Calling Name in the Facility IE if it is available). Back then CCM was sending the Calling Name Display in the Display IE, now they support Facility IE. So now I'm sure there are other settings that will work just fine, I just haven't changed my setup as it works.
Please note the difference I am talking about when you look at my q931 output and your output. Yours says: Plan:ISDN, Type:National and Plan:ISDN, Type:Subscriber(local).
Mine says: Plan:Private, Type:Unknown and Plan:Unknown, Type:Unknown
You might try making those changes and then trying another test call to see if the Name Display field will show up.
Here is some additional info on how the PSTN handles ISDN Setup Msg:
During ISDN PRI call setup, a SETUP message is sent from the originating to terminating switch. SETUP includes several small modules of data called Information Elements (IE). Typically, the SETUP message contains the IEs of:
Protocol Discriminator – Q.931 signaling
Call Reference Number – identifies each active call in the trunk group
Message Type – SETUP, CALL PROCeeding, ALERTing, CONNECT, DISConnect
Bearer Capability – 64Kb/s, Circuit Mode, Speech
Channel Identification - T1 channel 1-23
Progress Indicator – “not ISDN all the way”
Calling Party Number –TON, NPI, Presentation Indicator, Screening, Digits
Called Party Number – TON, NPI, Digits
When Calling Name Delivery is activated at the LEC, an optional Facility IE is inserted between the Channel ID and the Progress Indicator IEs. As explained below, the LEC switch does not yet know the caller’s name at the instant the call SETUP message is sent. Therefore, the Facility message is marked essentially as a null name.
Within the Public Switched Telephone Networks (PSTN), the SS7 ISUP (ISDN User Part) call setup messages do not transport the name during actual trunk setup. Not until the call arrives in the terminating CO is the name determined to be required. If a name is required, the terminating CO uses SS7 TCAP (Transaction Capability) messaging, rather than ISUP, to query a Line Information Data Base (LIDB) and receive a name response in 300-600 milliseconds. For CO line-side calls, this query/response occurs during the first ring, and the CallerID information is transmitted during the quiet interval after the ring.
In the case of PRI trunk calls, however, the SETUP message is sent immediately from the CO to the customer equipment (PBX). Thereafter, when the CO receives the name from the LIDB, it is inserted into a subsequent FACILITY message and forwarded to the CPE.

I finally was able to get the caller id name to show up on my router in a Q931 debug by having the telco work out some issues and switching to NI2, however although the router shows callerid name in display IE my phones do not seem to be getting that info and still only show number. What do you think I should check next?

Here is a link to a tech note that talks about Caller ID feature issues, and discusses some options for name delivery in 4.x:

Do you have a non partner level link for that document? Unfortunately I do not have partner level access and that link will not pull up for me.
