CRS 3.1(2) vs. CRS 3.1(3)

I see that CRS 3.1(3)sr1 is posted out on Cisco. Do you know what the big difference is between 3.1 (2) and 3.1 (3)? Also, how do i obtain the 3.1(3) bits?
