Is IPMA the only way to go besides 3rd party when using CCM and not CCME?

If all you want is a two-way intercom you can do this without IPMA - just set up a line with autoanswer on the two phones concerned, then set up speed dials to each opposite line (of course you need a multiline phone, 7960 or whatever)...

This works fine. Just be aware that you can't automatically mute the speaker. Someone could potentially activate the intercom and eavesdrop on the other end.

We have an Intercom IP Phone Service. It works thru transmitting RTP stream.
Mute is on. When the speaker wants to speak, speaker has to press down a softkey. You don't have to worry about eavesdropping.

You may also want to take a look at the sdk for the phones. There are a couple of example xml apps that are included. One is an intercom system that creates an rtp stream to a provided ip address (I know - not for users..) but it could get you started towards slight modification of that theory and code.
