Translation rule and calling own range DID as local number

Dialing a local Cebu number like 9032239XXX and CCM is sending all dialed digits to local gateway.It seems call is being routed to PSTN and since this is our range DID
call is coming back using the PSTN PRI and hitting transalation rule 1 which coverting the called number to 7 digit which is finally routed to CCM using our voip
dial-peer.
My question is why translation rule 3 not matched when calling the number first and is translation rule 1 being matched during outgoing or when during call returning from PSTN.
(As per my debug can see call going out through PSTN and matching translation rule 1).

Any help will be appreciated.

Brajesh,

I would like to recomend you to use the voice translation rules instead of the old translation rules, they are more flexible and easy to troubleshoot. These is some information about them
