Can someone explain me how can we get software / license report from CSPC.

In short, unless the MIB is supported by both the CSPC and the Smart Portal it will not return any meaningful results. Based your desired outcome it sounds as though the type of information you are seeking is enabled as part of Smart Licensing and the Smart Account portal.
If your managed devices contain that particular MIB, you may be able to parse that data manually or through a self-maintained solution. You can SNMP walk to specific MIBs in a number of ways, but unfortunately, neither the CSPC nor the Smart Portal support the following MIBS:
