Boost Activation ISR 4451

When I do License install bootflash:with the license name, I get a duplicate license error.  And I see the license in my flash.  So I assume the license is installed and that I just need to activate it.

But but the command license boot level Boost does not seem to work for activating the license.  Is there a different command needed to activate the eval boost license on the ISR 4451?

What a tangled mess Boost has turned out to be.  So Cisco has a bug with their Boost eval license activation.  Here's the link to the bug,

https://bst.cloudapps.cisco.com/bugsearch/bug/CSCvn07416/?reffering_site=dumpcr

So after several hours of working with several Cisco TAC groups, they have determined that the only way for it to work is to migrate our licensing over to their portal based Smart-net licensing.  Then routing is required to be in place for the router to reach tools.cisco.net.  As this is on my MPLS edge router, which normally would not need routes out to the internet, I will have to build routing either via dynamic or static routing from my MPLS edge router back through my lan, open a hole in the internet firewall and add natting there then from there to my internet (DIA) edge router.

Not sure it's even worth it at this point.
