I delete the old OS version, and before install the new version the electrical disconnected, and now when I try to boot it shown like this.

Can u get switch to boot to "switch mode" ? power off switch, press and hold "mode" button for 20 seconds, power up switch. U should see something like ROMMON mode on routers (bios on PC) where u can check files , repair flash, reset switch to defaults. Check if the default Console connection setting has not been changed;

This looks to me like a hardware damage. Do you have a valid Cisco maintenance contract that covers this switch? Maybe you can come to an arrangement to replace it as part of an RMA process.

A faulty console cable can produce this kind of output. I've run into a situation like this just today.

I think it is due to a faulty console cable or incorrect baud rate in the putty. please check both of them

May be Console port gone bad - did the front of the switch system LED show green ? and any ports works ?
RMA or replace the switch.
