Switch boots and seems to work fine. Just wondering if anyone else has seen this.

what version of IOS Xe ?

It happened new out of the box on 16.6.4
I have also loaded 16.6.5 and 16.6.6 and all show this error. It’s comes up right after power up. So before the IOS even loads.

To be honest, sounds like Hardware failiver, raise an TAC case for RMA.

I had a similar problem on ISR4331 and in my case the culprit was a USB stick in the front port.

Once the USB stick was removed, it did not thow the error anymore.

Background (not testified):

UEFI boot module on ISR4331 is loading 

UsbBusDxe.efi

... or similar. 

As there is some problem with the USB stick (maybe initialization not working well), the error is shown.
