Switch was reset/wiped inadvertently. Boots to switch and does not appear to have any other images on it. Can successfully boot it from an image on a usb, but does not hold after a power cycle. See outputs below:

The copy command would not work, and neither would making a new directory to copy from the usb.
Here is what ended up working (after running boot usbflash0:cat9k_iosxe.17.06.05.SPA.bin)
install add file usbflash0:cat9k_iosxe.17.06.05.SPA.bin activate commit

After booting via USB stick, do you copy the file bin into the flash? Do you check the confg-reg ?
