Anyway to configure the C9500 switches SVL with essential license.

StackWise Virtual on Cisco Catalyst 9500 Series switches requires the Network Advantage license. The Network Essentials license does not support SVL.

Should just be

conf t

interface vlan 3

no shut

Make sure the L2 vlan instance is created as well and on any trunk ports you need traffic to traverse.
