Does cisco catalyst 9500-48y4c support stack wise virtual?
If it dose not support ,Which solution cisco recommend?

Depends on the firmware loaded.
Please read Configuring Cisco StackWise Virtual (IOS-XE version 16.12.X) and go to the Cisco StackWise Virtual on Cisco Catalyst 9500 Series Switches section.

It does but you don't want to enable it yet.
I am mistaken. Stackwise Virtual is only supported on the "C9500-12Q, C9500-16X, C9500-24Q, C9500-40X".
I am not sure if 48Y support is in the roadmap or not. You may need to ask your Cisco SE/AM for this.

Don't rush them. Something that is "stable" is a lot better than something that is buggy (and keeps you up all night) like CSCvi92251, CSCvi71507, CSCvj73842, and much, much more.

Starting from 16.10.1 Release, StackWise Virtual is also supported on all Cisco Catalyst 9500 high performance
models: C9500-24Y4C, C9500-48Y4C, C9500-32QC, C9500-32C.'

We just want to use VSS and some simple routing features.
Can I use this switch without DNA center for above features?
Do the selected license support VSS?

Stackwise Virtual (vss we wont talk about the difference here) Required DNA-Advantage Licensing. Your sku c9500-48Y4C-A will cover that.
Yes you can use this device with out DNAC, this is just the new licensing model.
