Cisco implementation of IP PnP

Hello there,

I'm looking for a Cisco feature that maps to the function of IP PnP. In other words, the requirement is that end users always get access to the network _even if their client is configured statically with IP adresses and they are not able to change this configuration_. Adjustments, if needed, are made on the network side. Besides, end users connect to the network by ethernet cable-no wireless is used. I've found a Cisco product that seems to provide this function. It's the Building Broadband Service Manager but, unfortunately, it's EoS. The note states one could use the NAC appliance as a successor of it. Is it true? Anyway, the whole appliance would be the overkill for the environment in question. Isn't it possible to implement this only function by means of IOS configuration, say, Proxy ARP and NAT?
