I am encountering this problem when I install the license.

% Error: License installation failed with error: Unknown error 0 

Any solution to this problem?

Sorry about that, I forgot that I have to be in conf t mode.  Anyways here's the result after accepting the EULA.

cisco2911(config)#license accept end user agreement

To be sure, I copied the running-config to startup-config and restarted the router.  Still the same.

Try turning on the licence.  Something like:

license boot module c2900 technology-package securityk9

Ok EULA has been enabled in securityk9 but running license install produced the same error message "Unknown error 0"

I'm out of ideas. Something must be bad with the licence.

Ok thanks for the help. I appreciate it. I guess I'll just have to wait for Cisco Global Licensing Operations Team's response to my last email to them.  

I'll let you know if the issue is solved so it can help others who might encounter the same problem.

Hi, I am having the same problem with a 2911. Did you solve your problem? If yes, how did you install the license?

try this from enable mode.
example for ipservices: license right-to-use activate ipservices acceptEULA
