I have a new ISR 4431 that I'm about to install. Upon reloading it to put the correct IOS-XE version on it, I noticed that there is no output to the console during bootup. Is there a reason for this? Am I missing a configuration on the console line configuration to do this?

That bug ID sounds more like the clock sync issue that Cisco revealed over a year ago.
It seems as if this might have had to do with my terminal emulator, as the last couple of times I did a reload, the console output was visible.
