hi Wilson,

Not exactly the same situation, but almost...

https://www.cisco.com/cgi-bin/Support/Errordecoder/index.cgi?action=search&index=all&locale=en&query=PARSER-3-URLOPENFAIL&counter=0&paging=5&links=reference&sa=Submit

Recommended Action:

Check for proper URL syntax and for write permission. Ensure that there is  free space available for writing, and retry the operation.

I think you need to check it from other device (Win host) with the same user/passwd.

And from the router you can also check: telnet 21 /source-interface

So, my research points to a stale TFTP redirect. I am not sure this is correct, My conclusion is: I do have 3 old redirects which are going to IP addresses that use to be assigned to a TFTP server long ago changed over the years. DHCP has handed out these IP's to workstations w/o TFTP.  My question to the experts is how to remove the redirects from the switch, or what is the best solution?  I am a new CCNA with 1 year on the job.
