Sup IV Failover....both sups have CPU pegged at 100%

We have issues with a 4507-R. We had sh proc cpu history at 100%. Did a failover...performance increased but counters still showed util at 100%. Two sups with CPU at 100%. This all stemmed from the error.%C4K_HWPORTMAN-4-BlOCKEDTX QUEUE: blockedtransmitquue HwTxQId0 can switch p hyport Gig4/47 count-126607. What is the command to see if there is some other hardware issue...

A Dell Optiplex PC running Windows AMD emulation dirver for a Broadcom 5700 NIC supports 10/100. We move this PC around and the problem follows that port. We turn the port on and CPU utilization goes to 100%. We shut it down and the CPU levels off to 20%. The PC is off but the NIC has wake on LAN. We turned off the port and will have the server/pc owner back out of the driver.
