Switch: Cisco 2960 (172.16.1.2)
PC1: Client machine requesting DHCP from Hyper-V Server1
PC2: Machine running Hyper-V and hosting Server1. (Static IP: 172.16.1.5)
Server1: Windows virtual machine running on PC2. (Static IP: 172.16.1.7)
All devices are on default VLAN1.
If I set a static IP address for PC1 I am able to ping the switch, PC2 and Server1.
When I change PC1 to obtain an IP address via DHCP it does not return an IP address.
Here are the results from debug ip dhcp server packet:

Switch acting as Layer 2 and all default VLAN
PC2: Machine running Hyper-V and hosting Server1 <<--- if the PC hosting Server from Server are you able to ping switch IP address 172.16.1.2?
any FW blocking on PC not standard ports.
I generally don't use Much of Hyper-v
check some fix may be applicable :

When all devices are assigned static ip's they are all able to ping each other. Additionally, both PC's along with the virtual machine have their FWs completely disabled.

Only remove ip helper from vlan1 and issue will be solve

After that, what debug log do you see? what is the event log same time on DHCP Server?
what is the gateway for DHCP Server ?

this seem to me that the broadcast DHCP request forward to PC hosed not to VM DHCP server
can you (only for test)
config VLAN 2 and make f0/5 assign to this new VLAN
and under VLAN2 config IP helper point to VM DHCP
this will make DHCP request unicast not broadcast.

Do you have a dhcp server running, with a dhcp scope active for that specific vlan?

Yes..I have validated that the DHCP service is running. Also, Get-DHCPServerv4Binding returns the correct IP address for the server (172.16.1.7) along with the BindingState=true
