What you're trying to do isn't supported, calling between on-premise TelePresence Server and WebEx CMR in the cloud (which runs TelePresence Server to provide CMR functions to WebEx). So you're creating a cascade link between on-premise TelePresence Server and a cloud TelePresence Server.
You should be looking at CMR Hybrid if you want host a conference between on-premise TelePresence Server and WebEx Meeting Center.
