configuring sip address calling for video conference using VCS-E&C

i have video conference units which i have already registered to my VCS-C using SIP , my question is can i call their SIP address from outside my network ? or do i need to create dns A-records and SRV reconrds for each video conference sip address "xxxx@mydomain.com" ? keep in mind my VCS-E is reachable from outside and i have jabber working fine from outside my network.

That's the purpose of having a VCS-C and VSC-E to be able to reach endpoints on your internal network by dialing their full SIP URI address from external. To achieved this, you need to create DNS A and SRV records on your internal network for VCS-C as well as in external for VCS-E. No need for the endpoints to be created with DNS records. 

Based on Cisco VCS Basic Configuration (Control with Expressway) Deployment Guide:

SIP and H.323 Domain

The example deployment is configured to route SIP (and H.323) signaling messages for calls made to URIs which use the domain example.com.

■ DNS SRV records are configured in the public (external) and local (internal) network DNS server to enable routing of signaling request messages to the relevant infrastructure elements (for example, before an external endpoint registers, it will query the external DNS servers to determine the IP address of the VCS Expressway).

■ The internal SIP domain (example.com) is the same as the public DNS name. This enables both registered and non-registered devices in the public internet to call endpoints registered to the internal and external infrastructure (VCS Control and VCS Expressway).

No you dont.  the VCS's will send the incoming request to your CUCM, and cucm has awareness of the URI's/

I dont understand , what cucm have to do with the video calls , i thought the video call goes through vcs-c then to vcs-e then to the destination 

If these are endpoints and Jabber (IM and Presence) clients that were provisioned on CUCM and using the VCS's/Expressways as traversal components for MRA and B2B on UCM environment, Dennis point is correct. Incoming request from external will go through VCS's/Expressways then on CUCM then vise versa.

If these are endpoints registered locally on VCS's and Jabber Video for TelePresence provisioned on TMSPE and SIP registered on VCS's, incoming/outgoing calls will go through the VCS's only.
