1 way static on 4321

Has anyone experienced this?  2 ISR 4321 Gateways running 16.03.  PRI in each.  Connected over the network by GigE but sitting in the same rack.  When a PSTN call comes in 1 gateway over the PRI and goes out the other gateway over PRI to the PSTN there is one way static and noise on the line that only the called party can hear.  Calls that originate from inside and go out the same gateway do not have this issue.

Static is almost always going to be something on the TDM/physical side. Are there any slips or errors on the PRI (the t1/e1 controller in question)?
