Bulk add CTI Routepoints

I have been trying to bulk add CTI route-points via importing. And it throws me below error. Has anyone come across this and what needs to be done to be fix this?

Missing key in referenced table for referential constraint (informix.fk_devicenumplanmap_fknumplan).

I have had issues with adding CTI route points via BAT as well. The only way I have gotten around this is if I select the 'overwrite existing data' checkbox. Obviously be REALLY CAREFUL if you are going to do that.
